What does Barack Obama mean?

What does Barack Obama mean when he says that Africa requires certain "institutional mechanisms" in order the eradicate hunger? The only thing of which we can be certain is that it is not land reform and Permaculture that he means, but the institutional mechanisms, such as Structural Adjustment Programs (SAPs) and agribiz, that rich countries impose on poor countries and which mainly benefit transnational corporations (TNCs), many of them American. As yet we have seen no progressive leadership on food at all from the current American administration, and I have no expectation that we ever will.
